Art. 5.° El Gobierno podrá ejecutar la obra, objeto de esta Ley, por administración ó por medio de contratos que celebre con Compañías nacionales ó extranjeras previas las seguridades convenientes.

Los valores que se dieren por anticipación á los contratistas, serán garantizados por hipotecas constituidas sobre bienes raíces situados en Colombia.
