Los buques mayores o menores, nacionales o extranjeros, a los cuales, permita la Aduana de Riohacha ir a los puertos del Territorio goajiro con el único i esclusivo objeto de tomar los cargamentos de sal que se produzcan en las salinas del Estado soberano del Magdalena, irán siempre en lastre i estarán obligados a regresar al puerto de la ciudad de Riohacha, después de cargados, a solicitar nuevo despacho de la Aduana de dicho puerto para el de su destino.
