Art. 1.° Establécese en la capital de la República una Escuela militar de cadetes con el objeto de formar Oficiales subalternos destinados á llenar las vacantes que ocurran en el Ejército nacional. Esta Escuela podrá contar hasta treinta alumnos, pero es el primer año no se admitirán en ella sino veinte.
