Las partidas que se destinen en los presupuestos Nacionales para atender a los gastos de higiene y asistencia pública se invertirán de acuerdo con lo que demanden las necesidades de estos servicios, y no estarán sujetos (1) a la distribución por duodécimas partes, de que trata la Ley 34 de 1923 .
