El Gobierno queda ampliamente facultado para abrir, cuando la situación del Tesoro lo permita, el crédito administrativo correspondiente, para colocar a interés y a perpetuidad en el Banco de la República, u otro que dé garantías, la suma de diez mil pesos ($ 10,000), destinada por el artículo 1° de la presente Ley para la creación del premio nacional de literatura y ciencias "José María Vergara Y Vergara."
