En toda elección popular es nulo el registro de escrutinio verificado por los jurados Electorales cuando el número de votos sea superior al de ciudadanos hábiles para sufragar del respectivo Municipio, de acuerdo con el censo vigente, más un cinco por ciento anual en que se considera el aumento de población.
