La Junta General de Aduanas recomendará al Ministro de Hacienda y Crédito Público para su inclusión en la Ley de asignaciones civiles, la creación de aquellos empleos que se necesitaren para integrar el personal del servicio de aduanas, a fin de dar cumplimiento a las disposiciones de esta Ley, así como la apropiación de las respectivas partidas en el Presupuesto. Cuando la naturaleza de las labores que hayan de ejecutarse fuere tal que las haga variar muy notablemente de tiempo en tiempo, según el movimiento de la mercancía por razón de la época o por otras causas, podrán hacerse las apropiaciones adecuadas al número máximo de empleados que se necesitare.
