Modificase la reforma 155 del artículo 1º. Del Decreto 1809 del 6 de agosto de 1990, así: "El numeral 16 del artículo 178 del Decreto-ley 1344 de 1970 quedará así: 16. Conducir un vehículo sin llevar consigo la licencia de conducción o con ella vencida. Además el vehículo será inmovilizado hasta cuando otra persona debidamente autorizada por el infractor y que tenga licencia de conducción vigente, lo conduzca".
