Art. 2.° Cuando se tema, fundadamente, trastorno, perturbación del orden público o guerra esterior, a juicio del Poder Ejecutivo, podrí elevarse el pie de fuerza hasta cuatro mil quinientos hombres de tropa, con sus respectivos Jefes i oficiales.
