A partir del año 2004, ningún concesionario tendrá menos del 11 % de los espacios triple AA, adjudicados en cada canal nacional de operación pública. Así mismo, los espacios se adjudicarán por la franjas horarias que sean determinadas por la Comisión Nacional de Televisión.
