° Cuando para un municipio nuevo no se disponga de la información necesaria para alguno o algunos de los factores de distribución señalados en el artículo 24 de la Ley 60 de 1993, se le aplicará el promedio de las variables necesarias para su cálculo de los municipios de más cercano tamaño poblacional.
