En desarrollo de lo establecido en el inciso 1° del artículo 361 de la Constitución Política, así como lo establecido en el inciso 1° del artículo 22 de la Ley 1530 de 2012, los recursos del Sistema General de Regalías destinados a proyectos de inversión, en ningún caso, podrán invertirse en gastos permanentes.
