Si no cupieren en el Presupuesto de rentas todos los gastos decretados por leyes anteriores, el Gobierno podrá, o proponer la creación de nuevos ingresos o prescindir de solicitar apropiación de fondos para los gastos que estime menos urgentes, aunque hayan sido decretados por ley.
