Los Consejos Municipales podrán, con autorización del Gobierno, contratar emprestitos dentro ó fuera de la República, para emplearlos exclusivamente en sus mejoras materiales de urgente necesidad pública. Con tal fin el Gobierno podrá autorizarlos para gravar con cauciones los bienes que les pertenezcan y pignorar sus rentas municipales, á fin de asegurar la devolucion de los capitales que obtengan y el pago de los respectivos intereses.
