Se autoriza también al Poder Ejcutivo para crear i organizar un Cuerpo de policía destinado a la capital de la República, i para que espida el reglamento a que ésto deba sujetarse. El número de individuos de este Cuerpo se tomará de los cinco mil hombres que determina el artículo 1.° de la presente lei para formar el Ejército.
