Artículo primero. El Gobierno realizará negociaciones con la Empresa Colombiana de Petróleos (Ecopetrol), con el objeto de modificar en cuanto a plazo el servicio del compromiso que aquél tiene adquirido con la nombrada entidad, en virtud de las autorizaciones conferidas al Gobierno Nacional por el Decreto legislativo 3274 de 1954 y ejecutivo 1858 de 1959.
