De conformidad con lo dispuesto en el artículo 1º de la Ley 7º de 1994 "la enmienda al párrafo 7 del artículo 17 y al párrafo 5 del artículo 18 de la Convención contra la tortura y otros tratos o penas crueles, inhumanos o degradantes", adoptada en Nueva York, el 8 de septiembre de 1992, que por el artículo 1º de esta ley se aprueba, obligará al país a partir de la fecha en que se perfeccione el vínculo internacional respecto de la misma.
