° Cuando la mercancía no requiera factura consular, la declaración jurada sobre el origen de ella se extenderá en un formulario especial, que se suministrará gratuitamente a los interesados, y que será refrendado gratuitamente por el Cónsul colombiano. La leyenda de ese formulario será la misma de la declaración de origen en las facturas consulares.
