En adelante sólo el Ministerio de la Economía Nacional podrá conceder los permisos o licencias para la exportación de semillas, plantas o renuevos, cuya exportación está prohibida por el Decreto 2209 de 1939. La autorización se dará únicamente cuando se presente la comprobación plena de proceder de propiedades particulares los productos que se trata de exportar.
