Los recursos que perciba Fedepanela por concepto de la Cuota de Fomento Panelero, no podrán ser utilizados hasta tanto se perfeccione el Contrato de Administración o legalice su prórroga y se incorporen al Presupuesto General de la Nación las correspondientes partidas.

Parágrafo

Los recursos del Fondo de Fomento Panelero, por formar parte del Presupuesto General de la Nación, estarán sujetos en la programación, ejecución y control a las disposiciones contempladas en la Ley 38 de 1989 y sus decretos reglamentarios o las normas que las modifiquen o sustituyan.
