° Las Oficinas Pagadoras Subalternas sólo podrán hacer los pagos de que trata el artículo 278 del Código Fiscal y aquellos para los cuales tengan orden expresa de la Tesorería General de la República, ya sea por radicaciones permanentes para atender a gastos ordinarios del servicio o por orden especial para atender a alguna erogación extraordinaria.
