Buena fe. Se presume la buena fe de las víctimas de que trata el presente decreto. Las víctimas podrán acreditar el daño ocasionado por cualquier medio legalmente aceptado. No se exigirá a la víctima, individual o colectiva, probar las condiciones de modo, tiempo y lugar de los daños ocasionados y bastará prueba sumaria para que la autoridad administrativa la releve de la carga de la prueba.
