El Gobierno nacional deberá dar prioridad a la ejecución de los programas y subprogramas destinados a garantizar la presencia efectiva del Estado en el territorio, especialmente en las zonas rurales de los municipios que tengan o hayan tenido presencia de grupos armados o cultivos ilícitos o minería ilegal, debiendo realizar las reducciones o aplazamientos que considere necesarios en otras apropiaciones presupuestales.
