Facúltase al Poder Ejecutivo para que fije los sueldos de los empleados de las nuevas Oficinas Telegráficas que se establezcan, y aumente cuando lo crea conveniente y hasta en un cincuenta por ciento (50 %), los sueldos de los empleados de los Ramos de Correos y Telégrafos, Policía y de los Establecimientos de castigo.
