Artículo Cuarto. -La Comisión IV de la Honorable Cámara de Representantes devolverá, sin su aprobación, al Gobierno Nacional el Proyecto de Ley de Presupuesto de Rentas e Ingresos y Ley de Apropiaciones, cuando no se incluyan en él las partidas que como aportes legales debe dar la Nación a la Caja Nacional de Previsión Social.

Parágrafo

-Cuando por cualquier circunstancia, en alguna vigencia fiscal, no exista presupuesto aprobado por el Congreso, el Ejecutivo en ningún caso dejará de hacer las apropiaciones para pagar a la Caja Nacional de Previsión los aportes legales a que se refiere este artículo.
