Art. 4.° No serán comprendidos en la indicada Recopilacion los actos lejislativos que aquí se espresan, a saber:

Los actos lejislativos simplemente derogatorios de otros; los contraidos a aprobar convenios o contratos para pago de deudas particulares; los presupuestos de gastos; los contraidos a hacer escepciones o exenciones o conceder autorizaciones que deben surtir dentro de breves dias o haber surtido íntegramente sus efectos; ni las leyes sobre pié de fuerza.
