Art. 19. Los dueños de fábricas que contravengan a lo dispuesto en el artículo que antecede, incurrirá en una multa de cinco pesos por cada cajetilla que salga de aquellas, sin haber pagado el impuesto, multa que será doble en caso de reincidencia por quinta vez será sancionado con la supresión de la fábrica.
