El empréstito que contrate el Departamento de Nariño para las obras a que se refiere el artículo anterior, requiere para su validez la aprobación del Poder Ejecutivo, previo dictamen favorable del Consejo de Estado, como lo dispone el artículo 3° de la Ley 71 de 1916 .
