Autorizase al Gobierno para que eleve hasta en un veinticinco por ciento los sueldos del personal de aquellos Resguardos Aduaneros que, a su juicio-por la naturaleza del trabajo que desempeñen, por la eficacia de sus labores y en atención al costo de la vida en cada localidad- necesiten una mejor remuneración.
