Reglamentar los incisos 3 y 4 del artículo 27 de la Ley 2155 de 2021, en lo referente a establecer las directrices a ser aplicadas por el ICETEX y las entidades públicas del orden nacional que hayan constituido fondos y/o alianzas con este para el desarrollo de programas de acceso y permanencia en la educación superior, así como por las entidades públicas del orden territorial en el marco de su autonomía.
