Art. 4.° En caso de que se abrieren créditos suplementales o estraordinarios, la Secretaría respectiva cuidará de que figuren tales créditos en el Departamento designado, i se presentarán al Congreso próximo los documentos que comprueben la necesidad que hubo para abrirlos, según el artículo 91 de la lei orgánica de Hacienda.
