A las sesiones de la Asamblea Nacional Constituyente pueden concurrir con derecho a voz pero sin voto, por propia iniciativa o mediante citación de la Asamblea, los Ministros del Despacho, los Magistrados de la Corte Suprema de Justicia, los Consejeros de Estado, el Contralor General de la República y el Procurador General de la Nación.
