Art. 3.° Las solicitudes que por escrito se presenten a la Secretaría, serán entregadas al Oficial mayor, quien avisará a los interesados el dia i la hora en que pueden ocurrir por la resolución. Dichos interesados solo tratarán de sus asuntos con el Secretario o con el Oficial mayor, i en ningún caso deberán los Jefes de sección i domas empleados subalternos dar informes a los particulares sobre los negocios de la oficina, ni admitir sobre esos negocios i en el despacho ninguna especie de discusiones
