El impuesto directo de valorización establecido por el artículo 3º de la Ley 75 de 1921 y de que trata el punto b) del artículo precedente, que cobrará el Gobierno será equivalente al valor total de las obras ejecutadas, más un treinta por ciento (30 por 100) del beneficio que los terrenos desecados o regados recibieren una vez construidas dichas obras, y se repartirá en forma proporcional al beneficio que las tierras obtuvieren.
