El Gobierno incluirá anualmente en el Presupuesto la suma de quinientos mil pesos ($500.000.00) para el cumplido efecto de esta Ley y en caso de que esto no suceda así, queda autorizado para abrir créditos adicionales y para hacer los traslados que considere convenientes.
