Se priorizarán para el Certificado de Incentivo Forestal (CIF) aquellos proyectos a establecerse en las áreas con aptitud forestal y en los núcleos de plantaciones forestales comerciales, definidos por el Ministerio de Agricultura y Desarrollo Rural, con base en los lineamientos, criterios e instrumentos generados por la Unidad de Planificación de Suelos Rurales, Adecuación de Tierras y Usos Rurales (UPRA).
