Art. 15. En caso de que el Administrador de una Aduana sospeche que los objetos que se presenten como equipaje de un individuo no le pertenecen, sino que corresponden a cargamento de otra persona, i se tratan de introducir de contrabando por ese medio, negará la exencion de derechos, a ménos, que el interesado compruebe la verdad de su asercion con certificaciones del capitan del buque i de dos individuos mas.
