Los Concejos Municipales o Distritales, de conformidad con lo establecido en el artículo 81 de la Ley 134 de 1994 , celebrarán obligatoriamente un Cabildo Abierto previo para el estudio y análisis de los Planes de Ordenamiento Territorial sin perjuicio de los demás instrumentos de participación contemplados en la ley.
