Art. 1.º Establécese una contribución de guerra por la suma de cinco millones de pesos ($ 5.000,000), la cual se distribuye entre los Departamentos de la República, así: Al Departamento de Antioquia, doscientos cincuenta mil pesos $ 250,000 Al íd de Bolívar, trescientos mil pesos 300,000 Al íd de Boyacá, quinientos cincuenta mil pesos 550,000 Al íd del Cauca, ciento cincuenta mil pesos 150,000 Al íd de Cundinamarca, un millón quinientos mil pesos 1.500,000 Al íd de Magdalena, cincuenta mil pesos 100,000 Al íd de Panamá, cincuenta mil pesos 50,000 Al íd de Santander un millón quinientos mil pesos 1.500,000 Al íd del Tolima seiscientos mil pesos 600,000 Total $ 5.000,000
