Autorícese al Ministerio de las Culturas, las Artes y los Saberes para incorporar dentro de su presupuesto las asignaciones necesarias para adelantar actividades de interés público, que tengan como finalidad la consolidación del programa nacional de Cine Abierto. Esto en concordancia con la Ley 814 de 2003 .
