Los organismos de tránsito solamente deberán efectuar el registro inicial de vehículos de transporte terrestre automotor de carga, de servicio particular o público, hasta tanto cuenten con la certificación de cumplimiento de requisitos para el registro inicial expedida por el Ministerio de Transporte, que garantice que el solicitante cumplió con todos los requisitos establecidos.
