Autorícese al Gobierno nacional para que en cumplimiento y de conformidad con los artículos 341 y 345 de la Constitución Política de Colombia, las competencias previstas en la Ley 715 de 2005, y teniendo en cuenta la disponibilidad y los lineamientos del Plan Fiscal de Mediano Plazo para que incorpore en el Presupuesto General de la Nación las partidas necesarias a fin de llevar a cabo las obras a las que se refieren los artículos anteriores.
