INSTRUCCION Y ENTRENAMIENTO. El que sin autorización legal organice, instruya, entrene o equipe a personas en tácticas, técnicas o procedimientos militares o terroristas, o las contrate con fines terroristas, incurrirá en prisión de ocho (8) a catorce (14) años y multa de quince (15) a sesenta (60) salarios mínimos mensuales. Cuando la instrucción o entrenamiento se refiera a la fabricación o uso de armas de fuego, explosivos, sustancias inflamables, asfixiantes, tóxicas o corrosivas, o se realice con mercenarios, las reglas se aumentarán de una tercera parte a la mitad.
