Cuando se trate de llevar a efecto una obra que interese a varios Municipios, y las autoridades municipales no pudieren ponerse de acuerdo sobre el asunto al ejecutarla, decidirá el punto el Prefecto de la Provincia a que pertenezcan los Municipios; si pertenecieren a varias Provincias, el Gobernador del Departamento respectivo, y si fueren de varios Departamentos, el Gobierno.
