Los cuerpos de agentes de tránsito y transporte de las Entidades Territoriales desarrollarán un sistema de participación ciudadana, con el objeto de fortalecer las relaciones entre el ciudadano y la institución, estableciendo mecanismos efectivos para que se expresen y sean atendidos distintos intereses sectoriales y regionales, atinentes al servicio de los agentes de tránsito.
