En el cartel de convocatoria a sesión de Concejo Municipal puede el Concejal que sea notificado de dicha citación, manifestarse excusado de asistir a ella por cualquier causa. Presentada así la excusa o no compareciendo el notificado, pueden ya los suplentes por derecho propio ocupar sus puestos en el Concejo, sin más requisitos, conforme al artículo 3° de la Ley 84 de 1915.
