La nación, los departamentos y los municipios organizarán institutos en donde cualquier persona que ejerza la prostitución encuentre medios gratuitos y eficaces para rehabilitarse. La rehabilitación se ofrecerá por todos los medios que sean posibles sin que tenga carácter imperativo.
