ARTICULO 29 . Con base en el número de incorporaciones programadas y costos calculados anualmente, el Ministerio de Defensa Nacional y el Instituto Nacional Penitenciario y Carcelario, presentarán al Ministerio de Hacienda y Crédito Público un proyecto de adiciones y traslados presupuestales durante la respectiva vigencia fiscal que permita el funcionamiento de esta modalidad de servicio y obtención de los resultados propuestos.
