Art. 4° El Ministerio de Hacienda acordará con el Banco Central la manera de hacer los pagos en los Departamentos á los respectivos Administradores de Hacienda, á fin de que los fondos provenientes de la participación de esas Entidades en las rentas expresadas puedan servir oportunamente para atender al servicio fiscal de ellas.
