Al gobernador del departamento le corresponde señalar la orientación definitiva del proyecto de presupuesto y fijar las cuotas de funcionamiento e inversión para cada dependencia del gobierno, para la Asamblea Departamental y la Contraloría Departamental, las cuales serán comunicadas a los respectivos jefes antes del 31 de agosto.
